Tom has worked with and on the topic of CLTs for 14 years, and in housing generally for 18 years. He formerly worked for a consultancy promoting more environmentally friendly housing, then for the Greater London Authority on housing and planning policy, then freelance and since 2017 for the Community Land Trust Network. I think you could safely describe him  as the foremost expert on CLTs.
